What the catalogue is
Two levels: line and service. And why it ships empty.
Two levels, no more
The catalogue has two levels: a service line — "tax", say, or "advisory" — and the services inside it. There is deliberately no third level; a deeper tree is the shape of every catalogue nobody maintains.
Every engagement attaches to a service, and that is what decides its default stages, its stage labels, and where it lands in reporting.
Why it ships empty
A new workspace has an empty catalogue. That is a decision: your service lines are your own business vocabulary, and a pre-filled catalogue is something you would have to delete first.
Until the catalogue exists, creating an engagement sends you to the catalogue rather than to an empty picker.
Reading is open, writing is an admin's
The catalogue is readable firm-wide — every member should know what their firm sells.
Creating, renaming, reordering and deleting are a workspace admin's job. The interface asks the server, so a plain member never sees an edit button at all.
