What it does
Budgets that stay budgets
Budget spreads are kind-isolated from actuals — you cannot accidentally analyse a plan as though it happened.
Variance with a threshold
A tunable band (five per cent by default) decides what counts as a variance worth explaining, so the pack is short.
Driver notes
The explanation lives on the line. When the figures move after the note was written, the note is flagged as possibly out of date.
Rolling forecast
Scenarios computed from assumptions you state, not from a hidden formula three sheets away.

Actuals come from reviewed spreads that still cite their pages, so the pack and the statements agree by construction.
The month-end loop
Close, explain, decide — in that order
Actuals arrive as a spread. Variance surfaces only the lines outside the band. Those lines get a driver note from whoever owns them, and the forecast is updated with the assumptions that changed.
The point is not prettier reporting. It is that next month's conversation starts from what was written last month.
