A target is never erased; a new version is added.

Why a threshold cannot be edited
For any threshold you can only add a new version with an effective date. There is deliberately no edit and no delete.
The reason is that a target that could be rewritten turns every past measurement into a guess. With versions you can say "that quarter the target was this" and support the sentence with evidence.
For any given date, the version in force at that time is used. If a service line carries its own threshold, it overrides the general one.
Test before you activate
Before activating a threshold, you can see how many times it would have alerted historically.
That test writes nothing and sends no alerts.
