What is accepted, what is not, and where the caps are set.

What is accepted

The file extension does not decide
The actual content of the file is checked, not its name. Renaming an image to .pdf does not make it a PDF, and the upload is refused.
When such a file is refused, nothing is stored at all — no row in the list, no file on disk.
The size cap
The upload size cap is a workspace setting and a workspace admin can change it. The same cap applies to pasted text.
An empty file is refused too, whatever its extension.
