Two different lifespans
The transcript is a document and it stays. The audio file is kept only as long as it is needed, and then it is reclaimed.
The automatic rule is precise: only audio that has both been transcribed and is old enough is removed. Audio that has not been transcribed — however old — is left alone, so retrying stays possible.
If you want it gone now
After the meeting ends, the organiser can delete the audio explicitly. The transcript is untouched.
This exists for meetings whose content is too sensitive to wait for a periodic sweep.
